The short answer
Every buyer in Ontario pays the provincial land transfer tax on closing. Buyers in the City of Toronto also pay Toronto's municipal land transfer tax, which roughly doubles the bill. First-time buyers can get up to $4,000 back from Ontario and up to $4,475 from Toronto.

Who pays land transfer tax in Ontario?
The buyer pays it on closing, through their lawyer, when the property's ownership is registered.
Which Ontario cities charge a municipal land transfer tax?
The City of Toronto is the only Ontario municipality that charges one. Buyers in Mississauga, Vaughan, Markham, Ottawa and the rest of Ontario pay the provincial tax only.
How much is the first-time buyer refund?
Up to $4,000 of the Ontario tax, and in Toronto up to $4,475 of the municipal tax, for buyers who qualify as first-time buyers.
