The short answer
Buying in the City of Toronto, you pay two land transfer taxes on closing: Ontario's and Toronto's municipal tax, which use similar brackets, plus Toronto's graduated rates on high-value homes in force from April 1, 2026. First-time buyers can get up to $4,000 from Ontario and up to $4,475 from Toronto.

Do I pay land transfer tax twice in Toronto?
Yes. Inside the City of Toronto you pay the Ontario land transfer tax and the Toronto municipal land transfer tax, both on closing.
Does the Toronto tax apply in Mississauga, Vaughan or Markham?
No. Only properties inside the City of Toronto's boundaries pay the municipal land transfer tax.
What is Toronto's first-time buyer rebate?
Up to $4,475 of the municipal tax for buyers who qualify as first-time buyers, on top of Ontario's refund of up to $4,000.
